Help me understand. Senator Reid's bill allows states to "opt out" (see below.) How is that handled? Do the states and its citizens who opt out get reimbursed for any expense of the government run program that they have paid? Or is there no expense to begin with? Here is a hypothetical fact pattern: a single mother, 3 kids, works 40 hours a week minimum wage and hence she and her family live paycheck to paycheck...a very hard worker.
