Help me understand.  Senator Reid's bill allows states to "opt out" (see below.) How is that handled? Do the states and its citizens who opt out get reimbursed for any expense of the government run program that they have paid? Or is there no expense to begin with? I asked OTR's Tom Fox to find out when we will get the CBO's estimate of the cost of Senator Reid's health care reform bill. I figure since we pay everyone's salaries and since it is so important to us and it is not national security that we ought to get the numbers as they are crunched. How should this be handled?

Here is a hypothetical fact pattern:  a single mother, 3 kids, works 40 hours a week minimum wage and hence she and her family live paycheck to paycheck...a very hard worker.  Assume she gets the flu.....she wants to work (she needs the money) but people worry she will get others sick...she does not get sick leave.... what do you suggest? how should she handle this? how should her employer ... read more
