Help me understand this ...

Help me understand.  Senator Reid's bill allows states to "opt out" (see below.) How is that handled? Do the states and its citizens who opt out get reimbursed for any expense of the government run program that they have paid? Or is there no expense to begin with? I asked OTR's Tom Fox to find out when we will get the CBO's estimate of the cost of Senator Reid's health care reform bill. I figure since we pay everyone's salaries and since it is so important to us and it is not national security that we ought to get the numbers as they are crunched. He wrote me about last night's segment where I criticized (and very loudly) Citibank for raising the interest rate on a 91 year old's credit card to 29.9% (ten point increase.)
