Help me understand. Senator Reid's bill allows states to "opt out" (see below.) How is that handled? Do the states and its citizens who opt out get reimbursed for any expense of the government run program that they have paid? Or is there no expense to begin with? He wrote me about last night's segment where I criticized (and very loudly) Citibank for raising the interest rate on a 91 year old's credit card to 29.9% (ten point increase.)
