OK Greta - here is an explaination. There are three lanes (not a highway) of traffic and on the arrow with all the writing it means that Ambulances, Bikes, Taxi and Public Buses are allowed on that lane only. However, the big cross on the entire sign means the sign is not valid at the moment.

Big blue bus means the bus lane. Bikes and taxis are also allowed to use bus lane. Obviously, busses operate freely in the lane next to the curb, since the curb is where they pick up passengers. Picking up bus passengers in the fast lanes, probably wouldn't be a great idea.

It certainly isn't about Boxer passing a bill out of committee without any republicans present which is against all the rules. It isn't about Bam-Bam extending tax credits with our money to get people in their own homes so it will somehow help unemployment, or about how playing in the housing market with their social engineering i what caused this mess. According to my translator, it says "in opportunity traffic freely" on top (of course, with a big X over it). The bottom part says "no vehicles taxi freely", or something like that. Part of it is obscured so I missed part of a word.
Boy, Germans use big long words for what would seem to be a simple message.
