I just read a letter from a flight attendant praising a congressman for introducing legislation restricting carry on (excessive or large). I have two suggestions - the first being better (but maybe do both?)
Option1: the airlines could "off load" checked baggage more efficiently so that people were inclined to check bags. Every time I check a bag it is at least a 45 minute wait or more.
Option 2: Right now airlines (some) charge to check bags which creates a disincentive to check bags (and so passengers drag bags on board.) it should be free to check bags. This would also speed up security lines to get to planes.
